Since 1978, Jeff Fielding has brought innovation and excellence to municipalities across Canada. He is known for his expertise in change and issues management, political and administrative collaboration, problem solving, negotiation, and innovation. He’s a confident decision maker with demonstrated leadership capabilities, proven results, and solid interpersonal and relationship skills
Jeff’s leadership philosophy is simple. He believes each person in an organization plays an important role and, when everyone puts in their best effort, success is enjoyed by all. Individuals do not fail or succeed on their own, especially in public service – they work together to ensure quality services are delivered to citizens and businesses every day.
Hailing from Kitchener, Ontario, Jeff holds a Master of Arts, and a Bachelor of Environmental Studies from The University of Waterloo and is a member of the Canadian Institute of Planners.
He has lectured at Western University’s Richard Ivey School of Business in the MBA and Executive MBA programs on change and leadership and was a faculty member in the University of Winnipeg, Geography Department as well as a faculty affiliate and lecturer at the University of Manitoba in the Master of City Planning program.

As Calgary’s City Manager, Jeff led a municipal administration and a staff of 15,000 employees, and managed a civic budget of $4 billion, and a capital program of $10 billion. He was responsible for aligning and delivering all municipal services within the context of Council’s direction, developing corporate and administrative strategy to effect change and improvement, realigning, redirecting and communicating a new corporate vision and cultural change initiatives to effect a more focused public service organization. His focus was to bring stability to administration and instill confidence and trust in the municipal workforce. He oversaw all City departments and worked closely with the Mayor and Council on matters of importance to the citizens of Calgary.
Jeff recently retired from his role as the Chief of Staff to the City Manager, City of Toronto.
